3、投標人資格要求
投標人應具備的資格或業績:1) For the last three years, turnover of per year should be at least USD 100 Million. Bidders should submit audited financial statements of the last three years in its bids.
2) Bidders should have at least subsidiary or representative office or cooperating agency in China. 
3) Bidders should have international trade experience at least in last three years, integrating capability in similar project. 
4) Bidders should have a complete quality guarantee system, and provide the ISO9000 quality certification in its Bids in copy.
5) According to the relative stipulation for US EXIM Bank to PRC and the specific conditions of the project, the proportion for US procurement or for the US Ex-Im Bank guaranteed percentage should exceed 50%. Lending banks provide the financing for 100% of Commercial Contract.
6) Preliminary financing scheme on US Ex-Im Bank Sovereign Guaranteed
Loan: 9 years credit terms with the interest rate 3.3%. The Bidder will 
undertake interest subsidy if there is interest margin between US Ex-Im bank 
guarantee interest and US lending bank loan interest.
